The Starfleet Marines would eventually make an appearance, but not until Star Trek VI: The Undiscovered Country (1991) and Star Trek: Deep Space Nine" (1993)" Take this as you best see fit, but this does at least suggest, if not, verify that Colonel West was part of Starfleet Marines.
