As you might know, I am currenty working on a list of all Federation members (100 and counting).
I need some info/pics regarding the following:

Xenexians
?? Where are these aliens from (episode)?

Ktaria
What do I do with Ktaria? They tried to take over the UFP, but OTOH their culture is a popular one in ST, as seen by the festivals and trade, and Wildman had a daughter with a Ktarian

RPGs
Can we accept some RPG info regarding 'rare aliens' as sem-canon? It is unlikely we'll ever see them again...

Gamelan V ("Final Mission" [TNG])
I conjecture this is a member, since Tessen III and Atrea were members as well, and this is almost the same situation (planet asking for E's help).
But are there any pictures of Chairman Songi?

Maybe there is a slight spelling difference between the "The Game" Katarians and the Katarians that have little cranial spikes like Naiomi.

Should I include the Evora in this list of members? They were invited to become a protectorate. Do you reckon protectorates have Council seats?
And what should I do with the Son'a, Ba'ku, Tarlac and Ellora?

Rigel
Which (if any) of the twelve planets is a member of the Federation?

Tanuga
Is Dr. Apgar (who tried to kill Riker by killing himself) of a Federation race? His people have justice system bases on "guilty until proven innocent".

Kaelon
Is Timicin's race a member? The Kaelon do commit suicide when 60 years.

Rigelian memberships are up to your personal choice. We have seen that VII has aggressive bronze-age warriors, but that doesn't mean the whole planet's like that, or that the Feds wouldn't approve. We know XII is an uninhabited hellhole with indie Fed miners on it, so during TOS it may not be a member but sure isn't member of any competing empire, either. And V has Vulcanoid populance, and II has good shore leave facilities, but little else is known of them. Not much canon to go by here.

As for Tanuga and Kaelon... "Guilty until proven innocent" is actually a well-accepted part of the Napoleonic code, and a popular way to do justice in today's civilized countries. And mandatory suicide at 60 doesn't sound much worse than mandatory duels to death every seven years, yet Vulcan is an acclaimed UFP member.

It seems that you have to have *very* strong reasons to exclude a culture from membership. And it may not be worth the trouble, since the 150-member canonical quota isn't filling up too fast yet.

I just concluded that I will not include Kaelon.
The Encyclopedia says that Kaelon had finally asked the Federation for help. Furthermore, Kaelon had it's own fleet of 'Kaelon warships'.

My definition for member:
A member has at least one seat in the Federation Counsil.

Data would not be a member, since he is basically not a political entity. Actually, it's not the races that count, but the planets. (I guess)

The CoA alien was a Zaldan, and yes, he is included.

Just a couple points... Jaresh-Inyo is not the current president, and Data's "mother" was human (okay, an android, but the original was a human).

BTW, does anyone else have a problem in Netscape (4.76, at any rate), where the regular text is black (and thus invisible) and the list of races at the beginning is really tiny? It seems to look fine in IE and NS6...

Actually, I looked into his cascading style sheet. The font for the "small" class is set to size "xx-small". IE and NS6 interpret this as something readable. Apparently, though, NS4.7 considers "xx-small" to be a wee bit tinier than is readable (for me, anyway) on a 17" monitor at 1024x768. :-)

I'd be careful about saying someone's race is a member of the Federation just because a member of that race is in Starfleet.

Worf is in Starfleet, but Klingon are not members of the Federation, for example.

Lt Ro, Ensign Sito -- Bajoran Starfleet officers. Bajor isn't a member of the Federation.

I forget which TNG episode it was, but Picard or Data said that there were several Starfleet officers on the Enterprise whose races were not Federation members.

I do! I was just thinking about this the other day, in fact. However, all the stuff I worked on was about the Delta Quadrant. Ocampa, Kazon, etc. So as far as this project goes, it wouldn't be of much help. Still, we should talk about this someday soon.

Thank all heavens for letting Microsoft decide on standardization.
On the case of HTML and CSS:
I have changed "xx-small" into "75%". I hope Netscape can handle *this*. If not, I'll have to think of something else. And I understand Netscape doesn't do DIVs? Seems like this CSS thing is not quite standard yet.

I *am* careful about that. That's why I divided the aliens into three categories. People can make their own choice. Category 2 is therefore called "Very Likely Candidates".

I actually got that information from Bohn's site, and I believe he got most of his info from the RPGs, so there is no canon information about it.

The FASA ST4 supplement stated that it was a balance device, that there was a natural equilibrium on Arken, but when they went offworld, they got all fucked up...like if we had our inner ear go all wonky. So the headband was an "equilibrium restoration device" of sorts.

The small print looks better now. But most of the text is still black.

And, last time I checked, Netscape handled DIV tags just fine. They work on your page, anyway. If they didn't, there wouldn't have been that "xx-small" problem in the first place.

I obtained this information from the historical files of Gary Mitchell in "Where No Man Has Gone Before". The inhabitants of Deneb IV have telepathy.

The inhabitants we saw in "Encounter at Farpoint" certainly didn't appear very telepathic. We could apply three explanations:

1) Perhaps the Bandi really are telepathic, but only amongst themselves - like the Cairn of "Dark Page". We didn't really see any of them speaking to each other, now did we? This is the most interesting of the explanations IMHO.

2) Perhaps only a few of the Bandi are telepathic, and no such individuals were seen, but enough of them do exist to earn them a mention in Federation records - just like Dehner and Mitchell displayed psi-abilities even though Trek humans in general do not.

3) Perhaps we're talking about different Denebs here. Would also help with the distance problem. The telepaths could be living on Deneb IV thousands of ly away, while the Bandi could be living on Deneb Kaitos IV just a couple of dozen ly away from Earth.

Hmm. If we choose to believe in those "WNMHGB" records, then it seems Gary Mitchell made Lt.Cmdr at the tender age of 23. I guess having telepathic skills doesn't exactly slow down your career development...

I don't think Gary Mitchell actually had TELEPATHY... just that his ESP rating was high... that he along with the Doctor lady... Barabra Kellerman... what was the character... were more 'in tune' or more 'susceptible' to ESP-type things.

Considering what the writers of Voyager have done to the Ktarians, it is almost safe to say there are two races with (almost) the same name:

1. Ktarians from Ktaria VII, non-members, looking like in "The Game"
2. Ktarians from Katurus (Caturus?), members, looking mostly like Naomi

What have the Voyager writers done to the race, really? I guess it's possible there are two different races there by the same name, but IMHO it's also possible there is just a single race that has two facial structures (perhaps gender-related, perhaps age-related).

The other differences between TNG-Ktarians and Voyager-Ktarians don't seem to be so significant - it's not as if "The Game" or "The Chase" said Ktarians *don't* have music festivals, or as if Voyager said Ktarians *do* like mysteries after all. That is, there are no explicit contradictions. Or are there?

Terrellians don't really have any distinct characteristics known. They could be the same as the four-armers...

Anybody remember fondly the days when species names contained silly if indirect references to the appearance of the species? Vendorians for a race that changes its appearance - Phylosians for intelligent plants - Argosians for underwater dwellers. I wonder if the Universal Translator has a "weird humor subroutine" for inventing these semi-translated names?

"Broken Link" (DS9): Garak cared for Edosian orchids at the Embassy (was it the Romulan Embassy on Cardassia or the Cardassian Embassy on Romulus?)

And BTW, the 'Argosians' were simply called Aquatians in that TAS episode, according to the Concordance.
