The Doc always wore something that could be considered eccentric by contemporary standards; even Hartnell's Edwardian outfit was out of date for an old guy in the 1960s. Tennant's 1970s pinstripe suit is IMO *just* enough out of place for 2006 to look wierd, but not *too* wierd for a 30-something guy rooting around London... The sneakers rather seal it, though.
