Some of the sections are unclear. For instance, what happens if you want to increase tax to certain brackets and cut a few hundred billion off the military budget?

I eliminated the entire budget and used the balance to escape to my hidden Martian city before the foolish citizens noticed. Long live Emperor Gort!
