Sternbach or Okuda mentioned that some Jein-built ships had open lifeboat hatches, but didn't say which ones. I'm guessing either they were added to the Niagara and Freedom later on, or are on some unseen or indistinct debris (we know there's stuff like that, based on the Liberator shuttle and that eBay saucer piece over at Guardian of Forever).
