Each one might have advantages and disadvantages that the other doesn't, but from the Federation's perspective, would it care? It's a busy, thriving and increasingly under threat interstellar civilization. I dare say it doesn't care where the ships are built as much as it does that they are online, operational and ready to go when needed. [/QB][/QUOTE]
