They will have a certain amount of resources for making CGI meshes, and doing a Rigel-Class one might mean that the Excelsior-class one doesn't get done. And I DO think fans would compain if every instance of an Excelsior-class ship in CGI-era Trek was replaced with a different class. (I'm not saying it's not cheaper. It probably is. But there's an occasional impression given that because some people create these models in their spare time that the cost is almost nil.
