One possibility is that there actually [i]are[/i] warrant officer ranks, but they're distinguished by position title, not rank. For instance, when Q allowed Picard the opportunity to live the safer life and Picard went with the anthropological path, he was a LCDR. Yet, I think someone like Geordi would have clearly outranked him as the head of engineering. Another was the crewmember Picard fell in love with, who was at least a LCDR, if not full CDR.
