It seems to be like the US kids that receive Social Security Income from a parent dying. They get some percentage of what the parent would get if they were alive and on SSI....
A friend of mine gets the Canadian SSI for her three kids, since a gas leak killed her Canadian hubby a few years back....

Yes, Child Allowance. We have it here in Canada, and I'm pretty sure that it exists in Britain and Austrailia. Something that will assist you in feeding a non-working dependant. And no, it is not a substantial amount, as indicated in the article.
Okay. Are these allowances only for folks on welfare, or does everybody who has a kid get them? (Down here, you only get money if you're on welfare, if you aren't then you just take a deduction or they withhold less money from your paycheck.)

Actually, deer do have a somewhat unusual 'survival' strategy of jumping out into the road when they hear a car coming; my dad almost hit one when we were in the Shenandoah this summer.
Child allowance here isn't available to absolutely everyone but you don't have to be on welfare. I'm fairly sure the amount you recieve is calculated on your income.
