For a while, at least, at Naval Station San Diego, there's a bar/grill called Club Metro that use to be able to serve beer to underage sailors. However hard liquor, such as whisky, was only for 21+. They did this because they knew underage sailors would just go to TJ. Needless to say, the Navy would rather have the 18-21 crowd drinking on base rather than crossing the border to Mexico.

Apparently state pressure changed the drinking age on Navy bases in the US to 21. Go to a Navy base overseas though and you can drink at 18.

Well, I'm not sure what its like south of the border, but its illegal here. In order to register a vehicle you need to have proof of insurance.

Yes, it's illeagal- I had insurance when got the registration but my lovely medical bills cost mr over $500 a month so I let the inurance lapse in favor of...well, continued living.

I have renewed my registration just fine via mail though- easy as sin.

Auto liability insurance is mandatory in Texas. There's really no way to get around not having it; you have to show proof of insurance to renew your driver's license, to get a learner's permit, to renew your vehicle registration, and to have your vehicle inspected. I think the mandatory insurance requirement is relatively new; I want to say the law here went into effect in the early 1990s.
