France seem to think they should have a Commonwealth like Britain does. But then maybe they're just concerned about their own citizens in the region, many of whom have considered Africa their home and see no reason why independence should make them have to leave.

UN mandate. I think 5,000 French and 6,000 African Union troops are supposed to be keeping apart the Muslim rebels in the north from the (mainly) Christian government and settlements in the south. Basically, this appears to have been a friendly fire incident followed by the French over reacting.
