With Rice in control of the State Department, we'll see a State Department that's under greater control by Bush. Powell and Armitage at times seemed resistance, if not openly opposed at times, to Bush's decisions. We'll see a lot less of it from now on with Rice in charge.
I don't think Rice's gender is going to be much of a hinderance. After all, Clinton's last Secretary of State was also a woman (and also Jewish). Albright seemed to do okay handling Arab foreign affairs ministers; I suspect Rice will liken have a similar amount of ease/difficulty.

I never found Allbright to be effective at anything. She delivered messages from Washington but I cant think of any instance where her presence (or absense) had a result on a crisis.

I don't think Rice will have a problem with being a woman in this situation, I think he problems will arise with her credibility. I don't think many people in the rest of the world believe anything this woman says. She was an arrogant ass at the 911 commission. Tried to spin the Bin Laden report into just some historical document and the thing was title 'Bin laden wants to attack America'. I can't see many world leaders taking this person seriously.
