Not a main character. Appeared in at least two series. Not bald. Never died. Not omnipotent. From a Federation member race. Not posted on a starbase/ship. Not an XO clone. Not Lwaxana Troi or Vash.
I'm trying to think of all the characters who have crossed over between series. The fact that it isn't a mina character throws out quite a few (Picard, Riker, Spock, Scotty, McCoy, Sulu, O'Brien, Worf, Troi, Tuvok, Bashir, Quark, and maybe even others). The fact that it's a Federation race leaves out the Klingons from TOS (who have all died, anyway), plus the Klingon-turned-human from the Tribble episodes, and also Alexander Rozhenko. Of course, Q and Tom Riker are out. The hair thing tosses out the two Ferengi from "The Price".
The only ones left that I can think of are Janice Rand and Reg Barclay.

Wouldn't Rand and Barclay be ruled out by the not posted to a starbase/ship?
And I'm curious about the "Heed the words of TLE's question VERY CAREFULLY." --> "have they ever died before (not necessarily did they stay dead )?" --> "And no, that person never died before." A devious person could take this as meaning "they haven't died before the time when they died for good".
