Its not operated by 'fleet its spacebourne it was constructed - in part it was only in TMP it is too big to fit in the TOS spacedock it is inhabited by V'Ger itself...

Yeah, but it's only been in one ST production that I can think of.
Genesis a)was not built or operated by Starfleet. b)has(had) it's own artificial lifeforms eg)thingy that attacked Kruge. c)it's within Omega's timeline. d)it sure as hell cannot fit inside a spacedock, now or in TOS! e)it was in two of the films, but never shown in any series. f)it was constructed by accident by Khan with the Geness Device. g)and I think most planets are spaceborne. Hang on, I'd better check.
