Is it, rather than an object, something made up of smaller, independent components?

Is it controlled by the Federation or Starfleet?

Though I actually guess the Murasaki Quasar.

No, yes, and no.

Summary:
It is bigger than Frank.
It will not fit in Spacedock as of ST3.
It has appeared in more than three episodes and/or movies, under the conditions I've specified.
It did not appear in only TOS.
It is not a great rock in space.
It is not constructed.
It is not a blanket term for a group of smaller things.
It is controlled by the Feds.
It is not the Murasaki quasar.
