There really is an answer to the question I looked it up just in case. Note: The extra lines seen in the first (and second ??) season of TNG that were removed does also NOT count as a change!! Also the special dress uniforms do not count either. All 4 uniforms were worn for at least 1/2 a year (Star Trek time).
You do not need to have knowledge of DS9 season 7 or Voyager season 5 & 6 to answer the question.
When no-one knows the answer for to long a time, I'll provide you with a hint...

Altair: Uh... This isn't hard at all. I'd say the entire TNG main cast qualifies. They had the early TNG uniforms, the later TNG uniforms, the Generations uniforms, and the FC uniforms. In addition, Picard even had the old red uniform in "Tapestry", making five for him.

In response to Jeff's question, I believe the episode was "Contagion". Picard's talking to Wesley in the Ready Room. He goes over to the replicator and requests tea. The replicator spits out a flower in the cup, a result of the Iconian program infecting the E-D's computer.
