I don't think we would, unless it was anamatronic... cause of the rules against putting that sorta make-up on babies. I think a little nose bit - like Bajoran's etc is ok but anything much more...

I don't think we've seen a Klingon Baby.

IIRC that baby only had a few forehead ridges. It didn't develop the scales and stuff until puberty, which wasn't too far along in it's development.
