From Trek5.com and from the TNG episode "11001001"

What is that plaque in the background

At the bottom of it appears to be a mini schematic of the Mushroom station (Starbase 74 in this instance).

If anything, I would say the station's departments and individual rooms directory listing where places are in the station.

I guess that's it. I saw it published in some book (actually, I saw the scan of the image), lacking the mushroom-schematic. I thought it might be of some interest (shipnames) but everything it says is what you describe. Room lists and such thing. At least it's nothing of importance.

It's right at the bottom of the text on the plaque: entitled "Mushroom-Washroom".
