(Just saw "the Pegasus" - TNG - again, good ep.)
Pressman has been promoted to admiral, shortly after the Pegasus incident (when he was still a captain - that was 12 years before the episode) yet Picard has been a captain since 2355 (15 years) and he hasn't been promoted! So, does SF has a special preference for certain officers, or...? (I'd say that Pressman is about the same age as Picard, too - so that can't be a factor)

Picard was offered a position in the Admiralty, but declined (Coming of Age if I recall). Also it is very likely that Picard has not sought a position in the Admiralty. We've seen Admirals even younger than Picard, Admiral Ross for instance.

Actually, I think I'd place Pressman younger than Picard, too.
And, as mentioned, Picard's still a captain because he wants to be. Kirk got promoted to admiral and hated it. If he had had a choice, I'm sure he would have stayed a captain. Of course, he ended up a captain again, anyway, but that's a different matter entirely... :-)
