They are suposedly the same species: Klingon looking UFP-members!

Yeah, the President in Six and the Saratoga Officer in Four were both of the species Efrosians...
The only look Klingonesque because of their long beards... I guess the President is ALSO allergic to Retnax V like Kirk - hence the glasses in the speach he gave at Khitomer.
