Well, checked the Encyclopedia, and there is both a Dawkins and Hawkins who were in production of some sort:

Dawkins, Johnny: Story editor, TNG

Hawkins, William P.: Set designer, ST:FC

Neither are very important people, so it must not be named after them

Checked Brittanica.com, and found this:

Richard Dawkins, an apparent famous zoologist.

Sir John Hawkins, a famous 16th century English seaman

or

Sir Richard Hawkins, another famous 16th/17th century English seaman.

If you ask me, the closed captioning was correct, and it should be DAWKINS.

Barclay definitely says "Dawkins" and while it's probably named after the guy on the production staff I prefer to think it was, in fact, named after Richard Dawkins. The apparently famous zoologist wrote "The Selfish Gene" and "The Extended Phenotype" in the late '70s and early '80s. In a number of circles he's generally thought of as being the person who really clarified the gene level selection version of Darwin's theories. His work plays a big role in both supporters and detractors of evolutionary psychology, among other things. Since we've seen a number of things named after Geneticists I think this would be a nice touch, so that's what I'm gonna believe, dammit!

I've got a friend whose last name is Dawkins. Maybe they named it after her...

Maybe they just randomly picked the name to simulate the fact that starships would not be named only for people who lived 376+ years before.

Well, in an ideal world, that would be feasible. However, this is decidely not an ideal world, and we're talking about Voyager writers. Therefore, your theory can only be met w/ a resounding "Not bloody likely...". :-)
