I see your point, but really, by TNG, any design would have to be seriously successful to become a class of starship: between the "NX" testbed for the class and computer simulations any program that was "inefficent" or "underpowered" (as many silly online speculation would tack onto any design with more than two nacelles) would be killed.
The whole notion probably stems from Picard's throw-away line about the Stargazer -from Relics- being "underpowered" (and does not take the Stargazer's age into consideration).
