The Empire really only controls worlds with advanced populace- they dont really bother with worlds like Endor or Degobah...anyone living beneath their radar would essentialy live an Empire-free life, no sweat.
Plus all those uncharted worlds that are "a hideout for smugglers" and stuff like Cloud City that gets by with a low profile (untill bozos show up with Vader on their tail and blow it for everyone).

Really? The Empire strikes me as the kind of government that wants to control EVERYTHING. Palpatine aside, people like Tarkin clearly don't care about economics or science, they care about power and control. Sure, they may not be controlling the everyday lives of primitive societies, but that's simply the limits of not being everywhere (though clearly Palpatine would try).

That's exactly it- in the twenty years after palpaltine assumes total control, the Empire has just managed to assume control over existing planetary police forces and governments- whereas before you'd have a local defense force and such, now it's Imperial controlled. Which means that the clone force must have grown geometericly since the Clone Wars (possibly explaining the downward slide in skills).
But there's still got to be a million worlds and settelments with no Imperial presence nad as many with only a token garrison or whatever, like an embassay but more evil.
