I think he's talking about the room two decks under the bridge. It looks like it has a grid on it. It would make sense that it has a Holodeck seeing as it was on a long term mission and had only a single family aboard. It also probably started out as a civilian craft. However, would it be too early for Holodecks?

If you're talking about the yellow thing a little off center and in front of the purple thing, it looks like a computet core to me. And yes, I think it might be a little early for holodecks seeing as they seemed to be state of the art on the Enterprise in TNG's first season.

Instead of featuring a holo-grid, the space two decks below the bridge could be a cargo hold packed with small containers. The MSDs of other ships often have these.
I agree it would be too early for shipboard holodecks (although I guess planetside holodecks had existed for a long time before Starfleet ships began getting them, and civilian ships would probably get them sooner than Starfleet ones).
There's no reason to think it would be too early for a type 6 shuttle, though. We first saw one in action in 2364 ("All Good Things.." flashbacks), but type 7 shuttles were already in operation back then and seemed to feature more advanced or at least more streamlined technology. Type 6 could be very old news by the 2360s.

I don't think its too early for holodecks... as Wesleys says - basically holodecks pre Encounter or pre 11001001 were basically scenario settings, no actual interaction with characters...
Also, about the shuttle craft - remember the type VI, was also, sort of seen in Star Trek V... we don't have that much clarity on this MSD to see the nacelles...
