I'm going to have to try and find a copy of this story.
I wanted to tell the story of Voyager before she left DS9 on her ill-fated mission. Obviously, I wrote this during the first few years the show was on and before I lost interest.
Essentially, Janeway, XO Cmdr. Cavit, the original (living) Doctor (can't think of his name off-hand) had to try and figure out who was sabotauging the ship. A Maquis sympathizer among the crew, who knew of the ship's mission, and was systematicly working to delay Voyager's launch.
Ben Sisko had a cameo, and I even worked in the scene with Paris and Kim at Quark's. The story took place after Janeway recruited Paris from New Zealand, but before he and Kim arrived at DS9. I was rather proud of it, actually, a sort of "murder mystery" type deal (I do think one or maybe two security guys got whacked, can't really say for sure).

Not to be a party-pooper, but "Relativity" (the second Captain Braxton story) establishes that Voyager was launched in a hurry to send after Chakotay and his Maquis band - at least, it was if memory serves. So I doubt there'd be much time for a story to fit in, and I doubt anyone would be able to sabotage the ship - use of temporal transporters notwithstanding
Having said that I would still like to read this story as it sounds really interesting

It one of four stories in a two book set, called "Badlands". It featured all four crews.

This story took place during a period of a day or two, while Voyager was berthed at DS9 awaiting the arrival of Tom Paris and Harry Kim (and presumably other crewmembers too).
I had:
LCDR Cavit: XO Dr. ?: (I can't think of his name off the top of my head, I got it from the novelization) LT Desi Kaplan: OPS LT ?: (I can't think of her name either, I made up an attractive CEO who got blown up during the Badlands thingy) LT Rollins: Acting Chief of Security (I think we saw him in an ep or two)

Stadi was off picking Paris up and flying him to Voyager.
She appears, but only at the end of the story, after the matter has been wrapped up.

That does sound like an interesting story. The only time in the history of the completed ship that hasn't been covered in the series would be the time between her lauch from Utopia Planitia, which as stated above was shown in "Relativity", and her arrival at DS9 and her arrival at DS9 and the arrival of Tom Paris.
It sounds like your story fits in those time parameters, I'm just saying...
