Ahh, much better than the first two, despite being relatively formulaic. What I loved about this one is that it maintains the modern DW themes of consequence; that if you find a miracle machine, even if it has no evil side effects, it can still affect someone. This is seen in Owen in this episode: he discovers an unsolved crime, but isn't driven mad by it... Instead he's simply haunted by his vision and decides to take action himself. Likewise, Gwen's visions are mostly benign but still affect her greatly in reminding her how much she cares about her boyfriend.
More notes:
-Jack doesn't leave the Hub when everyone else goes home at the end of the day. Allegedly, this is because he wants to stay as close to it as possible in his off time in case the Doctor comes back. Now, wouldn't it just suck if he were off investigating something when the TARDIS lands?
-Likewise, Jack doesn't sleep, which is doubtless related to his invulnerability. He's been portrayed as quite a different man than who we saw last year on the TARDIS; one wonders if we'll really be sympathizing with his tragic situation by the time we figure out what's going on.
-The "sex pistols" scene with Jack and Gwen was nicely played as erotic and explosive at the same time. It's also interesting to note that he starts teaching Gwen classic pistol marksmanship techniques from ages ago. I'm fairly certain that the police and the army really don't teach those skills anymore. Are they expecting Torchwood to shoot aliens at ten paces today?
-I'm none too sure just how extensive the UK's CCTV network is, but it's awfully convenient to track down where Bernie was going.
-The old paraoid murderer guy was played by Gareth Thomas. That's right, Roj Blake himself!
-Where the hell do they park their fancy black Woodmobile when they're not using it? More than once now we've seen the gang get in and out of the thing when next to the fountain and its perception field...
-Also, the Woodmobile has these glowey flashy blue lights in the front glass, the same kind of bling as you'd see on the undercarriage of tricked our rice rockets, etc. Is that really necessary? Does it make the car go faster?

Supposedly it's the most extensive in the world. London in particular is ridiculous, there are cameras everywhere round here.
Although this is Cardiff, I'm surprised electricity has reached them let alone TV (Sorry, I couldn't resist).
