John Eaves is designing the new starship to be seen in the next series. This is confirmed by the official Star Trek fan site which gets its information directly from Paramount.
(I made this a spoiler warning as a result of the many rumors. I didn't want anyone who didn't want information on the next series getting angry. )

Does anyone know if Rick Sternbach will still be an illustrator for the new series? Though I enjoy the more radical direction John Eaves is taking Fed Designs, Rick is still the best (IMHO). Even though John came up with the design for the Sovereign, it was Sternbach who came up with the diagrams, identified where the technology was, placed the internal rooms configured the decks.

Eaves was DS9's Sternbach for seasons 4-7. Furthermore, he designed a bunch of "First Contact" as well as "Generations" ships, stations, and equipment. The important thing is that while being a big fan of TOS, he'd never seen TNG when asked to do art for Generations, and will probably have some ideas as to how to pre-tosify (there's a new word) the show if it should really take place in early Federation days.
As for the tech, Black Knight is totally right; from a technical POV, this doesn't mean a thing since Sternbach will probably be asked to detail and blueprint the ship in accordance with the Rules. If not, then it will be his new assistant, Timothy Earls. You can bet on it because there are very few people in the Trek departments who can draw such ship blueprints.
On the other hand, if they should choose to skip this process, which has never happened so far in a series/movie-lead ship, then we'll almost certainly have a Defiant on our hands. Fortunately, the Defiant was rather an exception to the rule probably because of the DS9/TNG/VOY/Generations chaos of '94, and furthermore it's not really a lead-ship, DS9 is, which did get the Sternbach-treatment.

i agree with bringing back probert. the refit enterprise and the enterprise D were the most realistic, most practical, and most detailed ships in trek ever, in my opinion. other ships like the akira class might be flashy, but they lack the realism that the probert ships had.

More real? If you say so, I guess. Although I share a fine appreciation for the refit and the D, I'm not so sure they're the greatest starship designs ever, bar none, accept no substitutes, do not remove zig.

"Consistent" in that everything inside and outside matches up well, that the vital systems locations and distribution networks are planned out and logical...
We've never had any doubts or issues about what's where in the E-refit or the E-D -- even if some later materials screw that consistency up (the torp bays in ST II). On the other hand, we are still debating the engineering status of the Akira class, from warp core(s) placement(s) to the obscene number and facings of the torpedo tubes...
There are other designers who can think things out like that, like Sternbach, and, with help, Eaves, but their designs somehow lack a little bit of the structural grace Probert's designs have...
