There are a number of fandom sources that've suggested that the captain's cabin was ALWAYS on E-deck, traditionally so. Dunno how much practical sense that'd make fleetwide. Mind you, it COULD settle the undying Defiant deck count debate...

Sisko: Hey, cool motherfucking ship we have here. Where's my pad?
Dax: Deck one, Benjamin. Right off the bridge.
Sisko: You know, KIRK had his cabin on Deck five, where ALL Starfleet ships have theirs. I'll move mine down there.
Dax: Sir, we only have four decks.
Sisko: Shut your mouth. Get O'Brien to build a new deck and put my quarters on it.
Dax: But we'll never get Starfleet approv-
Sisko: Then don't fucking TELL anyone, bitch.
