Recount. There's a 2000-vote differential in the popular vote, enough so that a recount is being performed. Gore called Bush up & retracted his congratulations.

According to CNN, with something like 93 million votes, there is a 26,000 difference between the two.

More specifically, the recount is going on in Florida, because the difference there is so close. They're even still counting absentee ballots, and it purportedly took them ten days to do that in '96...
