There's no way that the FBI would give it a name as simple as "Department for Illegal Internet Downloads". It'd be something that made alot less sense.
They also wouldn't put quotes around part of the department name...
What I want to know is, why does this person think that claiming to be Swiss makes him more credible? "The Swiss are neutral so someone from Switzerland couldn't possibly be trying to trick me!"

Not to mention that the acronym for it would be about three words long itself and have words like "PATRIOT" or "USA #1" in it.
