In the geological world we call that regolith. And one of the grad students at my uni is working on making a simulated regolith for testing purposes.

I wonder how strong it is. Could be used to build the supports for the tunnels and domes. Maybe need some rebar but that would lighten the loads sent.

I was thinking of the solidification mentioned in the article when exposed to microwaves. Put it in a mold, perhaps with some carbon fibre re-bar, and nuke it for a few seconds.
The carbon fiber may provide the strength while the nuked dust provides the rigidity.
I'd like to set up the fist lunar vacuum shop though, make a fortune.
