I can see shrubs useful in camouflage, but in diplomatic relations??? Unless they were some really nice shrubs, nice soothing flowers in a variety of colours and scents to lull people in to a false sense of security just before nuking them....

That would be okay....

I could see NATO nuking Poland, in the Soviet armies assembly areas, but more likely, major Soviet cities as a proper retaliation.... Except for this administration, nuking Poland would be of 'value' when we are nuked by the Soviets....
