If they were to discover an uninhabited M-Class world in neutral space, then why not colonise it? Who'd there be to give it to? The Federation is one unified entity, a complete mixture of varying member races. Part of becoming a member of the Federation involves giving up autonomy.
There may well be exclusively human, or Vulcan only colonies, for example. This though would probably be because they were long ago established by solely human and Vulcan parties respectively, perhaps before the Federation was founded. Any colonies now (in the 24th century) I'd suspect were all mixed Federation colonies.

Yes, but we routinely hear of "colony parties," specific small groups of individuals with no "mandating oversight authority" such as Colonization Command or the Liebensraum Society or Greenpeace or whomever going out, renting (or in some cases buying) a ship, & heading off to parts unknown to settle & lay claim to an entire planet.
What makes a place a Federation colony? What makes it an Andorian or a Tellarite or a Mikulak colony? Where does the operating authority come from? Back in the days of European expansionism, you had the have a charter & whatnot to be recognized by the crown, so...yeah. It's...very hinky, especially when it seems anyone can simply charter a ship & head out to the frontier
