Well, that's kinda lame. They could have used the UT to translate what the Klingons said and what they wanted to reply. I'm sure the UT can show its translation on a computerdisplay.

At least it could in TMP.
Perhaps it wasn't programmed to work in that direction, telling the operator what to say that is since the original never thought that it was to be used as a means of deception.

If however the deletion scene was filmed and cut out then Chekov's line was probably dubbed in afterwards...actually I'm pretty sure it was a dubbed line.
