IIRC it was mentioned in "Tribunal" that Raymond Boone left Starfleet 7 or 8 years ago and that it was shortly after the Setlik III massacre.

It must have ended less than ten tears prior to TNG's premiere. I imagine it could not have lasted more than a couple of years from start to finish and likely did not involve the entire fleet like the Dominion war did.

I always thought they were the "Cardassian Wars" (plural). It sounded to me like a series of border disputes, nothing on the scale of the Dominion War. Let's remember, the Federation also fought a war with the Tzenkethi during TNG's run, and we NEVER heard about it when it was going on, so I doubt the Federation had to commit much effort to it.

As far as first contact goes, there was a rather unusual reference in DS9 that suggested the Cardassians and the Vulcans have some history with eachother.

I wouldn't call it unusual. Someone somewhere noted that a Cardassian...poet, I think, took political asylum on Vulcan in the 22nd century.

The Star Trek Chronology has the date of Cetlik III as being 2347. There is some confusion about this in later episodes since apparantly the DS9 writers failed to keep track of the already espablished dates.

I seem to recall, mainly from "Chain of Command," that the Cardassian military dictatorship and the policy of aggressive expansion and occupation was a relatively new thing. Although Dukat once commented that the Central Command/Obsidian Order system had worked for "500 years," the Cardassians' campaigns of aggression didn't start until after Gul Madred was a good way through his childhood (assuming you believe his story, and I see no reason for him to lie on that matter).
We've got no reason to think that Cardassians have an extraordinarily unusual life-span (unlike, say, Vulcans), so it seems reasonable to assume that the Cardassian aggression was only started in the last 40 to 60 years.
Heck, actually, considering the close proximity of Bajor to Cardassia Prime (according to most semi-canon maps, anyway), it kinda makes sense -- Bajor could have been one of the first planets to suffer the effects of the new Cardassian war machine when the Occupation began sometime around 2329 (or 2309, depending).

There was also Picard's comment in "The Wounded" to the effect that the last time he was in that sector, he was commanding the Stargazer and running flat out form a Cardassian warship...
