With some of the questionable writing about O'Briens backstory in "Tribunal" set aside, the math for '2347' is based on:
"Realm of Fear" - O'Brien states that he had been operating transporters for 22 years (2347-2369).
"Paradise" - O'Brien states that he saved 13 men by getting a field transporter operational in less than 10 minutes with no prior knowledge...which would seem to coincide with the beginning of 'year 1' of his 22 year career working with transporters. IIRC, too, this got him a promotion to tactical officer on the Rutledge.

One has to remember, though, that Setlik III probably wasn't directly related to the eventual war. "The Wounded" described it more as an "incident" for which the Cardassians offered an apology/excuse. O'Brien did say he fought in the "Border Wars", but there was no clear connection between that remark and the story of Setlik III.
I'll have to rewatch "Tribunal" once again, but I thought nothing about Boone established his departure from Starfleet and estrangement from his family as having happened "shortly after Setlik". Rather, it happened shortly after the Cardassians released him from their Camp X-Ray - meaning it could have taken place days after the incident, or decades after it! The character appeared just old enough to have been present in a 2347 incident.
Picard's reputed olive branch mission should have taken place in 2354 or before, to allow him to ride the Stargazer. The mission IMHO should have been closer to the beginning of the fight than to the end, as it appears the Feds were being magnanimous but not victorious at the time. A "Now, now, fighting us would be a bad idea" mission, as opposed to a "Now you realize fighting us was a bad idea" one.
All in all, the DS9 TM suggestions of a late 2350s timeframe for the hot part of the war appear logical. The Cardassians would have had their hands full with the Betreka conflict with the Klingons until 20 years prior to "WotW", if that's what Bashir's line about 20 years of peace meant. And I can't see the Union fighting a two-front war.

Janeway graduated from the Academy in about 2358 (she was born c. 2336, and would have graduated at about the age of 22), and so would have been an Ensign in the very late 2350s.

It seems like it. It looks like it started in early-mid 50s, was at its height in the late 50s, and probably ended either before the 60s or very early in them.
