OK, we know in "Allegiance" [TNG] That there was a Bolian Cadet (who wasn't exactly who she appears to be - but any hoo she would have to be believeable to all involved) who had a curly head of hair. Now I was just over at trekpulse.com and saw this alien in the background of the episode "Menage a Troi" [TNG] - look at the Blue alien in the background - looks like a bolian - with a head of black-grey hair. Also in other pictures you see a Zakdorn.

I think we saw a bald female Bolian on Voyager at some point. I know Tuvok spoke of ensign Golwatt(SP?) who was Bolian (and would thus be unaffected by the acidity of Neelix' citrus drink). But I'm also pretty sure we saw, presumably her, walk by the camera during some episode.
Also... weren't there a pair of bald Bolians in the Doctor's holographic documentary on mating customs in "Someone to Watch Over Me"?

Ohh there's also a Selay there too. We saw a Selay in "Tapestry" and in another ep too I think... (apart from their original appearance in "Lonely Among Us".

theory 1: Most Bolians are bald, but there's a race within their species that has hair and sometimes yellow skin. They're just rather rare. Like black Vulcans.
theory 2: Male Bolians are bald, females aren't. The bald females we've seen have shaved their heads. Because... I dunno, they're lesbians or something.

For some reason I prefer to think of the "hairy Bolians" as being hybrids. That seams the least convoluted approach since hybrids seam to be accepted, if not totally common place. Case in point the four part Klingons that we've seen, plus the corpse from the future seen on ENT had quite a mixed genetic background and if I recall even Nelix had some none Talaxian heritage. Oh yeah, mustn't forget Spock.

The woman in Andrew's pic may not be aBolian at all: nothing says there are no blue-skinned races besides Andorians and Bolians.
For all we know. dying one's skin for special occasions may be common to some races.
...or Bolians may like the notion of having hair and wear wigs (while traditionalists prefer to go with the smooth look).

I like Jason's take, myself. This is a gosh-wow technological (near) utopia, after all. People should be free to engage in all sorts of extreme body modifications. That year all the kids on Bolarus IX probably had freakish human hairdos, while on Earth hipsters were having seams grown down their face. Plus I bet they listen to really strange music. (I'd really like to see more examples of the art and culture that would develop in a society as multicultural as the Federation, as described, ought to be.)

I think the humor of that was supposed to be that the best barber in Starfleet (seriously... according to whom?) was from a species that had no hair.
Plus... Mott seemed to have, like, a fetish for it...
