In general:
FASA, LUG and Decipher RPGs - licensed. Starfleet Battles - unlicensed, but has a sort of second hand license for TOS stuff only. Franz Joseph Tech Manual and Mr Scott's Guide to the Enterprise are licensed. Most other tech books are unlicensed. Most computer games, novels, CCGs, etc. are licensed.
Personally I don't care whether something is licensed or not. I care more about whether it tells me something new and interesting about the Trek universe(s).
