I don't think so. I remembered that being brought up before, but I checked and according to Bjo Trimble's Concordance that should be "Sitar" not "Sitak." Also, it was once mentioned that a "Koraga" (like the Klingon ship) was mentioned in the ep, but that's actually "Kazanga."

Didn't Sisko say 'Tell the Majestic and Sitak to cover us!', something like that? Maybe he was referring to the Majestic and Admiral Sitak's ship, or Sitak aboard the Majestic. As far as we know, the second Miranda didn't have a name or regirstry.
They also mentioned the Centaur (or Reynolds?), so maybe the Sitak-reference was only a small continuity-booster. Maybe they even had a larger role for her but it was cut back to one scene. On the other hand, Sitak could really be only the average vulcan name.
