Untrue, at least I think. The saucer engines are lit in saucer seperation scenes. I just finished watching the first and second seasons of TNG, so I am reasonably, though not totally, sure this is the case. At any rate, an interesting or perhaps unusual choice from an FX view, perhaps, but not a mistake.

But I guess the FX-guys responsible for the CGI GCS (what a nice acronym!) just like it when their ships are lit like a christmas tree - the more "candles" the better.
