If we disreguard ENT's recent encounter with the Romulans, anyone know of any scources that give an idea when the first exploration/war ships or bases were built. I know some references to Diane Duane's books make it appear that they weren't present before they made contact with the Federation. Anyone else have any insight?

I may be making an obvious statement here, but I think Masao Okazaki's Starfleet Museum site does a great job addressing early Romulan ships. I'm not getting the chance to 'see' it, though I do read the synopsis when they come out. Supposedly the armed forces channel carries it, but I haven't seen it there yet, and I don't have Japanese cable.
My take is, at best, its a 24th serial fictionalization of the last days prior to the Federation.
