Because not only was he a hated leader in charge of a military occupation, but he also got chased out by those people. Not exactly the most successful military mind deserving of a ship-naming in my book...
Yes, perhaps from the average American's point of view, but Starfleet isn't an United States organization. It's an United Earth organization, so of course it's going to have historical figures from ALL nations' pasts. Same reason why there's a U.S.S. Cortez and a U.S.S. Potemkin. There's multiple sides to every story when it comes to history, especially military history.

Ever think that gage might be bolian for "fearless" or something? Mabye it commerates a Vucan colony or a noted astrophysist from 100 years from now....
