He probably served the function of a Mission Ops officer, monitoring Science 2 and Propulsion Systems. In fact, he may have monitored several of those stations. Environment seems like something someone would keep periodic tabs on.
By later seasons, though, Mission Ops got its own bridge station.

Worf and Geordi were the most about on the bridge in the first season. There was even something a scene once where they were in the sensor maintenance room or something. As at that time they were the young guys, we could explain it as them spending time in various departments while on the command track, which as we've discussed before would be a useful thing to do while a junior officer. By the second season, both had switched to their final departments.

No, the set never changed. Jellico just told Data he wanted the two stations devoted to weapons and damage control and manned at all times.

Correction on something I said earlier. The port stations from Generations are all labeled as Communications. I would only guess it would be the same for the starboard stations.

Well, what would be logical fuctions for those extra stations to perform? A dedicated communications station might not be too bad to have, especially during big fleet exercises like in the Dominion War. And in peacetime, an extra science station or two wouldn't hurt. But in wartime those extra stations could be damage control, weapons status, mission ops, etc.

Changing the displays just means shoving new Okudagrams behind the glass. When I visited the TMP ARt Dept. in 1989 Rick Sternback was detailing new Battle Bridge console transparencies.
As to the stations, since the idea was that any companel could serve as any other, one could rationalize that people at those rear stations weren't necessarily using them for their default job.
