Hobbes, Excelsiors can have new registries, look at the new excelsior(s) being built at Utopia Planitia in "Relativity".

The Melbourne was visible as an Excelsior with that registry in the episode, though.

But we don't know that those were new Excelsiors. It is just as likely that they are simply being refit.

The Melbourne was definitely an Excelsior, there is no evidence of a Nebula class Melbourne in the Wolf 359 scene of BoBW. The scrap on the right of the viewscreen could be another Nebula or even the infamous Niagara, we don't know. The dialogue says "Melbourne", but the actual Melbourne could have moved off screen by then.

The Melbourne remains the only Excelsior with an exceptional registry, but I wonder why the model wasn't labeled with a lower number.

The CGI Nebula NCC-71905 has windows in the decks 7 and 8, where the hardware model has none for some reason.
