Looks like the Mayor of San Fransico forgot to deploy the Patriot Missile defence system.

Those Domies and Breen must have attacked fast though. Notice how starfleet headquarters is ll that's destoired. The city on the other side of the bay is unscratched. I wonder if they attacked the federation council chambers....if they had attacked mid-session, they could have killed some very important people.
