No, because the Encyclopedia rarely uses the original art. The ship schematics are redrawn in Adobe Illustrator based on photos of the actual models - given their inaccuracy, I doubt that the process was anything more than simple drawing-while-viewing-the-photo. If the plaque was done in that manner, an error could have come up any time.

Better late than never: In 'Trails and Tribulations' sais one of the temperal inspectors that there are 6 Enterprises. In fact, he corrects the other guy, who said there were 5.
I don't know which stardate this happened, but it seems that the Enterprise-E is launched just before that time.

Also keep in mind that launching is different from active duty. Remember, in Generations, the Ent. B was launched, but didn't have all her equipment or her full drew. She hadn't even finished all her tests yet. Launched simply means spaceworthy and habitable and ready to get ready for service. It's likely that the Ent E was launched at least a few weeks if not months before her active duty began.
