If we continue that line of reasoning and if we assume that a ship can only go fast in one direction (forward), all you'd need to do to stop a ship is to park right in front of it. If it tried to back away or turn, you'd blast it. Therefore, I don't think it's necessary to physically surround a ship, even in two dimensions.
