Yep, it's next to impossible to tell what type the Excalibur is in the formation. They show so little of the ship and what we do see is horribly brief.

There's the "Yesterday's Enterprise" stock footage that we see later on but it's hard to take that seriously. That stock does suggest Type I but that kills my rego theory.

The encyclopedia says the Excalibur is a reuse of E-C model, so it likely that the Excalibur is of the first variant. When was the first Ambassador V2 clearly seen in an episode?
