Maybe Janeway was joking by picking a younger age. For instance, if someone is turning 60, you joke them and ask them if they're hitting 30 or something, just to make them feel young?

What I'm not sure about is his last post. The ST:Encyclopedia mentions him serving on the Excelsior as a junior science officer after graduation; taught at the Vulcan Institute of Defensive Arts; served on the Wyoming in 2349 (51 years later); taught at Starfleet Academy for 16 years; served on the Billings in 2365; posted on Jupiter Station.

I believe his last post would be as an operative infiltrating the Maquis. But, then, perhaps that was considered part of his time on Voyager, and it was just a very extended away mission... :-)
