Maybe Janeway was joking by picking a younger age. For instance, if someone is turning 60, you joke them and ask them if they're hitting 30 or something, just to make them feel young?

The ST:Encyclopedia mentions him serving on the Excelsior as a junior science officer after graduation; taught at the Vulcan Institute of Defensive Arts; served on the Wyoming in 2349 (51 years later); taught at Starfleet Academy for 16 years; served on the Billings in 2365; posted on Jupiter Station.

I believe his last post would be as an operative infiltrating the Maquis. But, then, perhaps that was considered part of his time on Voyager, and it was just a very extended away mission... :-)
