I'm using Micrografx Designer (Micrografx is now part of Corel). The advantage is that drawing shapes is very fast and easy. The main disadvantage is that it is not optimized for screen display or export. Maybe something like PSP (sort of a hybrid between pixel and vector design) is better for doing illustrations without a technical background.

Maybe you could use MicroGrafx to get everything started using the more advanced tools, and export it to a different program (in the proper format) for the coloring and detailing?
